I used to teach at an Islamic and whenever there was a janazah, both genders would participate. The men would be line up in the in front and the women in the back (not like in the picture).
The arrangement in the picture may not have been ideal. But people took the time out to pray and make dua for someone who has left this world, then inshallah their efforts were accepted. It's over and done with.

In Hinduism, women aren't allowed to go to cremation ground though I have read some news that daughters have given "mukhagni" to deceased relatives. In my religion, almost all main activities and ocassions are dominated by men. Last Janmasthami, I went to a temple with my friends. Guys were singing Bhajan with instruments, whole scene was intoxicating. I enjoyed the Bhajans alot. Soon I noticed that those leading the Bhajan mandali were all men. I have visited that temple earlier too in the evening and have seen that women were singing Bhajan, there were only a few men that too old ones. But on Janmasthami, their place had been taken over by men.

I don’t know about the Islamic rulings. All I know (based on observation) is that the women pray behind the men. And it makes sense to me…less of a distraction for the men this way.
But as far as this photo is concerned…I don’t think that people will start having janazah prayers where women are in front of men. This hopefully is a one-off incident. Amooman the women pray behind. But what’s done is done…so why dwell on it? Allah’s more merciful than us…let’s just hope that He still accepted their prayers and duas.
