hundred percent responsibility lies with the people ,who is police ? politician?mulla? they are from the society , if socoiety is corroupt do not blame institutions , people of the country should become honest then only you can get a govt and machinery with honesty and moral values. this is our legacy of thousand years we are corroupt at our villages and homes , i am talking about india, pakistan, bangladesh.
