I guess the main cause of this rigid behaviour is the funds… and as we all know that how Corrupt this Lateef Khosa is, he has been removed from the position of AG of Pakistan on fraud allegations…

Just met with one ex UBL employee who was involved in loan sanctions ..
He told that just asking for some guarantee paper ( just for formalities ) from a very strong sindh minister ordered not to come near to his excellency's home other wise " tangeen tor di jain gi " we waited for so many years to come into power n now u have courage to ask us for some papers...

This friend was lucky to leave his job and country while his boss was to be terminated but ultimately saved some pride by allowing to resign..
BTW i think if u ask this KHOOOSAA guy what IT means he maynot be able to give the right abbr.
