Military judicial official being influenced is also a likelihood, but** not from local molvi,** an in-bed-with-terrorist-political-leader, chance of them being influenced are very small comparatively.
A middle ground can be achieved if the civilian govt is sincere in solving the terrorism problem and is ready to cut ties with militant wings.

They are deeply linked with Mulla , decades of working together , “MMA”
