My childhood memories have flashed across my eyes. I used to see these militants in my university trying to recruit students for their jehad. I have seen the slogans in favour of jehad in all of Northern Pakistan. We have seen the impact on the country during the past decade. But still the state has learnt nothing. We need to keep in mind that some splinter factions of JEM are waging a war against the state as we speak.

LAHORE - Parallel to the Punjab Youth Festival, being held under official-patronage to support healthy activities among students, **some banned militant outfits have launched a full-fledged campaign to covertly engage college and university students to promote jihad in the insurgency-infested Pakistan.
**According to the investigations conducted by The Nation, Talba Almarabtoon Lahore (TAL), relatively a low-profile militant offshoot linked to the Tehreek-e-Taliban Afghanistan is holding speech competitions, involving colleges and universities, on the topic of jihad in the Punjab University (New Campus) on Sunday (February 16) at 9am.

The speech competition will be chaired by Maulana Masood Azhar, a notorious militant leader in Pakistan, while ex-guerilla commander Mufti Muhammad Asghar Khan Kashmiri will be the chief guest of the ceremony. Such activities, being organised by the banned militant outfits in the open in big cities, have put a question mark on the working of intelligence and law-enforcing agencies.

When contacted an official of the Punjab Counterterrorism Department (CTD) said they had no information about such events. This reporter also made repeated attempts to contact Punjab Inspector General of Police (IGP) Khan Baig, but he was not available for his comments.

In December last, the provincial police were directed to step up a crackdown on the elements involved in spreading sectarianism and publishing hate material as well as those financing the banned outfits.

According to the preconditions of the speech competition, a contestant must be a college or university student. The aspirants will have to submit speech papers in writing to the organisers seven days before the event and the speeches must be on the topic of jihad. Those desirous of participating in the event can contact the organisers on the given cellular phone numbers while the event will take place at Gate No 4 Cricket Stadium Punjab University, New Campus. However, prizes for the winners are not mentioned in the campaign poster.

Masood Azhar had formed Jaish-e-Muhammad (JeM) after his release from the Indian authorities in exchange for the passengers of a hijacked Indian Airline plane in December 1999. It soon emerged as one of the fiercest jihadi groups in the region. In addition to guerrilla activities in Indian-Held Kashmir, the militant outfit established close ties with the former Taliban regime in Afghanistan. Reportedly, most of the jihadis fighting for Islamic Emirate of Afghanistan had joined Jaish-e-Muhammad. Mufti Muhammad Asghar Khan is said to be an ex-member of Majlis-e-Shura, Harkatul Mujahideen, who later joined JeM along with his companions.

**Beautifully printed on a quality paper, the large-size posters are displayed at public places across Lahore to attract the youth, particularly those studying at colleges and universities. Most interestingly, the posters are on display at the shops and restaurants run by religious activists and frequently visited by college students. The Nation photographed one of the posters after assuring the restaurant owner that the name of his hotel and its whereabouts would not be made public.

**The banned outfit, following the pattern of the Punjab chief minister’s speech and essay writing competitions at divisional level (inter and degree-level students, both boys and girls), is organising the event to promote jihad among the young generation.

**A couple of weeks ago, Maulana Masood Azhar resurfaced when he addressed thousands of his supporters by phone in Muzaffarabad. This first public appearance of the leader of an outlawed organisation, Jaish-e-Muhammad, raises questions about the state policy towards militancy.

**Political analysts say the reactivation of leaders of the outlawed groups does not seem accidental. “It is a disturbing development for the international community as well as for our national security,” they say.

**It was also learnt that the audiocassettes and prohibited printed material on jihad as well as speeches of banned militant leaders are being distributed free of cost among students in colleges and universities in the province, particularly in Lahore.
**
Pakistan has paid a heavy price for using militancy as a tool of our regional policy in the past as this strategy backfired after the 9/11 episode. More than 50,000 people, including thousands of security personnel, have lost their lives in the war on terror, which has now become Pakistan’s own war.

Security experts say terrorists are exploiting the compelling vulnerabilities of the innocent youth who end up at terrorist camps where they are indoctrinated to undertake suicide missions. Since the authorities are unable to educate the masses, especially scrupulous youth, to reject self-indulgence temptations as facilitated by terrorists, the militants are operating parallel to promote jihad.

The episodes of bomb blasts and flashes of fire causing bloodshed and mayhem at public residences, educational institutions, hospitals, markets, parks and business centres are too painful and difficult to forget. Touching memories of the dear ones who lost their lives in terrorist attacks have left behind constant signs of grief for the youth in Pakistan.

**“We must have the courage to denounce all acts of terrorism and stop providing space to terrorists since the wicked phenomenon of the war on terror has pierced through our social fiber and is actively damaging our country,” says Muhammad Ayyub, a Lahore-based policy analyst.

Although the students belonging to rich families and studying at leading universities boldly reject such activists of the banned outfits, the children of poor families are exploited by the militants for suicide missions as witnessed in the recent years, he asserted.

And let us not forget Fazalur Rehman Khalil of Harkatul Mujahideen who now regularly appears on television talk shows and is reportedly being used by the government for back-channel contacts with the Pakistani Taliban groups.

**Indeed, the reactivation of leaders of the outlawed groups does not seem accidental. It is a disturbing development for the international community as well as for our national security.

The rally in Muzaffarabad was very well organised –thousands of people were bussed to the venue. So, it is not possible that the local administration and security agencies did not know about the event, which was held for the launch of a book written by Kashmiri leader Mohammed Afzal Guru who was executed by the Indian authorities.

It is true that Mr Guru’s death triggered widespread anger on both sides of the Line of Control and the large gathering was to be expected. But the fiery speech delivered by Masood Azhar on the occasion was bound to raise eyebrows. He reportedly called upon Pakistani authorities to lift restrictions on ‘jihad’.

According to newspaper reports, the security at the rally was strict; cameras and tape recorders were not allowed in. Among others, the rally was also reportedly addressed by Mufti Abdul Rauf Asghar, the younger brother of Masood Azhar, who too was closely associated with the banned outfit.

**It is often argued by the civil and military authorities that the ban on the jihadi groups was only applicable in Pakistan and not in Azad Kashmir. This is an extremely ridiculous argument especially as it cannot explain why Azhar Masood is still operating from Bahawalpur, his hometown.

Several of Masood Azhar’s family members held government jobs in Kabul. Hundreds of JeM activists received training in camps in Afghanistan, bringing them into close contact with Al Qaeda. The group’s newspaper, Zarb-i-Momin, became a mouthpiece of the Taliban regime.

Outlawed by General Pervez Musharraf’s military government, the JeM was also placed on the international terrorist groups list after it was alleged to have masterminded the attack on the Indian parliament in December 2001, which had pushed the two countries to the brink of war.

**Following the ban, the JeM splintered into several factions and continued its militant activities. These factions have reportedly been involved in many terrorist attacks that have taken place inside Pakistan. Some of the splinters also maintain close links with the sectarian groups such as Lashkar-i-Jhangvi.

Despite his group being banned, Masood Azhar was never detained and lived freely in his home in Southern Punjab where the JeM has strong roots.

It is often said that Masood Azhar had lost control over his banned outfit and was not responsible for any terrorist actions attributed to those who belonged to JeM. But his latest address to the Muzaffarabad rally confirms that he has continued his jihadi activities, though he maintained a low profile.

The audiocassettes of his speeches and his publications are freely circulated. The widely circulated Zarb-i-Momin continued to publish despite the proscription of the JeM.

**The resurfacing of Masood Azhar and other militant leaders exposes the duplicity of our policy on militancy. The country has paid dearly for using militancy as a tool of our regional policy in the past and it is high time that it is stopped.

Nawaz is the main reason Pakistan is in this gutter today. He is a Saudi puppet installed over Pakistan.
the biggest security threat to the people of Pakistan. He helped terrorism to explode once again by releasing them through Iftikhar Ch. Stupid Pakistani people went along with their slogans of supremacy of law against the much better option of secular Musharraf.

Secondly it was under his watch when Swat was handed over to Taliban, not so say much about Fata. He handed per kpk to MMA to blackmail the west.

May I remind that this topic is not about how Musharraf was. It is about Nawaz and his support to takfiris. In this regard, I pointed to collusion between Nawaz, Iftikhar, and terrorists; and how gullible Pakistanis are that they supported Iftikhar talibani for the sake of ‘rule of law’ against Musharraf.

Try reading more about these groups, they are called wrongly guided by TTP type as groups like jaish dont consider pakistan as ground of battle. They only fight in aghanistan or kashmir.

Thats is why the group expelled ismatullah muawiyah as he was involved in anti pak activities.

The thing is that how do we define where Jehad is and where its not? When US evicts Afghanistan where will that leave Afghan jehadi groups? Secondly who has called for jehad even in Afghanistan? Some JEM splinter groups are already attacking Pakistan. We should stop differentiating between militants, they are one of the same thing. Not only these groups are supporting each other but they are also they claim to be fighting for installation of Shariah in Pakistan (that makes the groups fighting in Pakistan also legal).

The groups like Alqaeda should go and liberate their own country Saudi Arabia from US slavery instead of creating mayhem in other countries in the name of 'jehad'.

Waisay to your information, Alqaeda is present in arabian peninsula, and this is considered as the strongest of the lot, try googling AQAP. Can we discuss jaisah now :)

PS: Alqaedah and jaish ideology is different on so many things, and there have been times that alqaeda has alleged that jaish people got some of alqaeda people got arrested.

Its not "jihad" that people are afraid of, but the problem of "who calls it jihad". As of now, aira ghaira nathoo khaira calls fighting every other group, sect, region is calling it a jihad. Look how many "Islamists" are out there who call jihad for everything against everyone.
