Vacating the territories occupied in kashmir … completely …

(l) As the presence of troops of Pakistan in the territory of the State of Jammu and Kashmir constitutes a material change in the situation since it was represented by the Government of Pakistan before the Security Council, the Government of Pakistan agrees to withdraw its troops from that State

(3) Pending a final solution the territory evacuated by the Pakistan troops will be administered by the local authorities under the surveillance of the Commission

And as the truce agreement points out the territory vacated by Pakistan was to be administered by local authorities … so Pakistan had to vacate Kashmir COMPLETELY … no if’s and but’s … you know the link to his so need to show a link.

The para in blue states that the Government of Pakistan agrees to withdraw troops. And it did. Read any of the transcripts of the UNSC meetings.

Interestingly enough you skip paragraph 2. And more importantly where does it say that Pakistan has to do so first?
