IMO,more or less yes.
It gives you a roughly good idea what to expect when.Now not everything appears as soon as they reach a certain age,but can be expected from babies/children around that certain age.This does not by any means mean that there is anything wrong with them.For example some start walking at 10 months while others might do the same at 14 months...!...There are limitations though,like overall health,nutritional status,whether the child was a premie etc.
I have a 22 month old,Mashallah and so far what I have noticed is that as soon as she turns a month older,there are so many new things going one.And when I look at what the text books say,they are right..!

wht happens to me whenever i visit my baby's doctor she asks me she holds thing, she picks up things from floor,she crawling, walking, teething ok :) n in the last visit she asked is she saying mama baba i said no she calls us by r names :)

they are generally the normal age when "most" kids do those things, but each and every child is different. unless your child is seriously lacking or behind, i would not be worried
