Im not comparing the traffic of the respective motorways (although the Islamabad-Peshawar traffic is not insignificant). Obviously all motorways need to meet a certain threshold of utilization to be viable projects.

your argument might be valid if the idea of a motorway was a novel concept in the history of the world. unfortunately the 1st motorway itself is a copy-paste of earlier motorways in other countries, extant for pretty much a century. i dont really see any gonads involved in initiating development work anyway that isnt coloured by politics or maybe the need to overcome opposition. If it met a pressing need, then it wasnt a very risky decision.

Karachi-Lahore, Peshawar-Quetta, now that would need stones, given the terrain, and the political obstacles.
