As mentioned in my previous, strengthening of institutions is not something you can see a CM driving for show and tell, hence things like reduced corruption, better policing and accountability wont be visible to naysayers.
And where did I say that Lahore metro was not needed? I said that Lahore metro was solely done for votes, which is why it was sped through will weak and unwise planning…which is why it was expensive, which is why it has high subsidies, and which is why it is criticized.
