Oky my eyes are open now and few days ago I attended a funeral prayer of my friend. But I can’t see nor have any knowledge whether my friend went to heaven or hell. May be you have some sort of communication at your end so help me out by telling me whether my friend went to heaven or hell.
That will help me to answer your original question which is about rape.

Allah will never put anyone in hell just like that. Allah has given us ample warnings in Quran. And then Allah's mercy is boundless. Despite committing so much of the sins, we humans still get away with them. Why? maybe Allah is still giving us a chance to seek forgiveness. If Allah could send us to hell , then can't He just torch us down to ashes in the fraction of a second. Do you know when the sunsets, it takes it merely 15 minutes to do so and so is with the rise. And its the monstrous SUN not the cricket ka ball.
As of girls getting raped, very unfortunate thing. But nobody could change Allah's decree. Only Allah knows whats hidden behind that.
And discussing causes behind rape is an important topic if you are in any sense interested in battling this menace. Which is very important. One more thing is the proper conviction and punishment of perpetrators, the absence of which also leads to more trouble.
Allah also gave us brain and abilities to reflect and find out solutions to our problems, instead of merely blaming Him for everything. We have escalated our problems by disobeying Allah's orders as well.
Allah never promised us a bed of roses for the worldly life. By saying these things i am in no way trying to downplay the rape victims misery and in no way implying they are responsible for that. No , in no sense.
