If a woman has menses for only three days is she meant to bathe on the 4th fourth day and start prayng as soon as the blood flow stops or does she have to wait for eight days before she is considered pure?

If she completely stops after 3 days and that is the usual case for her, then she should perform ghusl as soon as she is sure she has stopped, and continue with her regular prayers. She does not have to wait the 7-10 day period. However, if she is unsure then it's best to wait out the 7-10 days course.
