Read and cry, for we have two mega corrupt parties ruling the country, headed by Thug Nawaz and Conman Zardari. Corrupt supporters of these two crooks defend them by saying that previous government was corrupt too. Anyhow, what I am going to put down would show that previous government was literally 10 times more honest then these two thugs. How:
Detail plan was put by previous government in May 2007 regarding electricity generation of around 15,655 megawatt by 2016. They gave estimate of the cost. Obviously, if they were corrupt than they would have given exaggerated estimates, so that they can siphon money out of the project easily. Anyhow, they gave estimated cost of $14.538 billion.
Now, Pakistanis do not like (comparative) honesty, so they voted out past government and voted in a coalition government of Liars, corrupts, thugs and their crook supporters. These new faces in power worked out how much corruption they would like to do in electricity generation project that was announced last year by Shaukat Aziz government … that is corruption tax of over 100 percent on top of previous government estimated cost (areas other than electricity would have similar share for present Thug and Conman). So, to fool the people, they declared the plan as new plan from them for future electricity generation (as if plan was non-existent before). Well, to make it a bit different, they have announced 16,000 megawatt by 2015 (actually, it is same projects that past government already started). Anyhow, estimated price for projects gone up from $14.538 billion to $30 billion so that their own commissions and related corruption from their goons could be accommodated, thus this corruption cost of $15.462 got loaded to original estimate of $14.538 billion.

ISLAMABAD (May 10 2007):Around 50 projects of private sector are in the pipeline to generate 13,400 megawatt of electricity by 2016 at an estimated cost of 12.847 billion dollars. Ten projects with 2255 MW capacity including six oil and four pipeline quality gas dual-fuel are expected to be completed by year 2008 with an investment of 1.691 billion dollars.
Thus:
Total capacity in pipeline: 13400 megawatt + 2255 megawatt = 15655 megawatt.

**Projects are same what was announced by previous government (as obviously, Pakistan won’t be going for new projects when there is already projects going on) … generation capacity to get installed is same … but costs have changed. Instead of $14.54 billion dollars, now the cost would be $30 billion for same projects. We should not get confused that cost could increase due to increase in fuel cost, as this is not about generation cost, but installation cost. Actually, project cost in dollars should have decreased because most work is going to be done in Pakistan and now dollar is worth Rs 73 instead of Rs 60. But then, increase in cost is obvious knowing who is in power … Nawaz the thug and Zardari the conman. **
Now, I want to ask the supporters of these two mega thugs, especially those who use to malign past government, that how come projects with accumulative estimated cost of $14.54 billion in May 2007 by Shaukat Aziz government turned into estimate of $30 billion project in August 2008 by crook government? And if past government was as corrupt as these people use to say, than why estimates of past government was so low, less than half, compare to estimate by government of these crooks?

ISLAMABAD (May 10 2007): The government will generate 1000 MW of additional electricity by the end of the current year through its energy conservation plan and completion of ongoing power projects in the public and private sector. The additional power generation will help overcome the present shortage of 1000 MW and the load-shedding problem.
An unprecedented growth in purchasing power of the people and rapid industrial growth has led to an additional load on the country’s power system. The government has taken a number of steps to produce electricity, which is necessary for sustaining the country’s economic growth. Simultaneously a plan for improvement and extension of transmission and distribution network is also being implemented to ensure smooth power supply to consumers.
The short and medium term steps are designed to bridge the gap between demand and supply in the power sector. The demand for electricity is growing by 10% per annum and the government is focusing both on additional electricity generation as well as on better load management to maintain the growth momentum.
As a result of the various initiatives taken by the government a number of power projects are at various stages of completion in the public and private sectors. The government is working with ‘demand management option’ to overcome the situation. A balanced approach is needed for sustainability besides medium and long term plans, said an official of the Ministry of Water and Power.
To cater to the energy needs of the developing economy, power generation resources have to be developed to keep pace with the rapid economic development, he added. Collaboration among all stakeholders will enable mutual consultation on issues and challenges for improving power generation infrastructure, he said.
The Ministry of Water and Power has initiated several plans to meet the growing electricity demand in the country by expediting work on mega power projects. The government has assigned high priority to the development of water resources of the country and decided to construct five large dams, by the year 2016.
According to the Ministry of Water and Power about 1200MW to 1400MW more will be generated up to 2008 which will help reduce power shortage problem in the country.
The ministry has already directed WAPDA to speed up work on mega water projects including Neelum-Jhelum Hydro Power Projects, Diamir-Bhasha Dam, Kurram Tangi Dam, Sabakzai Dam and Kachi Canal Project. The ministry has stressed the need to quickly complete the formalities and start construction work as soon as possible.
The work on Kachi Canal project is on schedule and it would be completed in the target time by December 2008 while the work on Subak-Zai Dam in Balochistan would be completed this year at a cost of Rs 1.576 billion. In order to overcome power shortage problem, new power plants will be installed in the country, besides other mega projects to produce more electricity.

Out of six projects during the year 2008, the main project is for capacity expansion of existing IPPs near Lahore with 405 MW capacity. This project would cost 304 million dollars. Similarly, during the year 2009, eight projects have been planned to generate 1764 MW electricity with an investment of 1.323 billion dollar. These include three oil and five dedicated gas field projects.
In year 2010, seven projects of 1321 MW capacity including two hydel, one oil, three pipeline quality gas dual-fuel and one dedicated gas field would be completed at a cost of 1.096 billion dollars. Similarly, in year 2011, three hydel projects with generating capacity of 284 MW, costing 355 million dollars would be completed.
In year 2012, seven projects having capacity of 2726 MW including three hydel and four coal projects would be completed with the cost of 2.320 billion dollars.
In year 2013, five projects including four hydel and one coal would be completed to generate 1986 MW electricity. These projects will cost 2.233 billion dollars.
Three hydel projects having 1443 MW capacity are likely to be completed in 2014 with the cost of 1.804 billion dollars while in year 2015 and 2016 seven hydel projects are planned to generate 1620 MW electricity and would cost 2.025 million dollars.
To meet growing power needs of the country, recently five agreements have been concluded with different parties for generation of about 1300 megawatt electricity. Power projects with a total capacity of 6000 MW are in different stages of approval, including 550 megawatt of wind power projects.

ISLAMABAD, Aug 3: Pakistan plans to acquire an additional power generation capacity of 16,000MW by 2015 and needs $30 billion investment to meet the target.
Talking to journalists here on Sunday after the inauguration of the Inter-governmental Conference on Central Asia-South Asia Regional Electricity Market, Water and Power Minister Raja Pervez Ashraf said the government would invest $10 billion for the additional capacity and generate another $20 billion through private sector by providing an enabling environment.
He said that loadshedding would come to an end by end of next year.
He said the government organised recently a roundtable conference of international investors in Washington that was attended by 30 leading global players of coal-based power generating companies.
The government would soon hold international competitive bidding to set up coal-fired power plants in the country, he said.
Responding to a question, he rejected reports that the World Bank had declined to finance Bhasha dam and said the work on the project would be taken up next year.
The minister said the planned import of 1,000MW electricity from Tajikistan and Kyrgyzstan under the Central Asia-South Asia (CASA 1000) project would promote regional energy trade and lead to greater regional cooperation in economic and energy fields.
Responding to a question about security situation in Afghanistan and its impact on the electricity import from Central Asia, the minister said the project was in the economic interest of the neighbouring country and hence its people would ensure its completion.
He said the law and order problem in Afghanistan would not hamper implementation of the project. He said the import of 1000MW power from Central Asian states through Afghanistan would be a milestone for economic development.
The four nations are expected to sign on Monday an inter-governmental council agreement for import of electricity to Pakistan and Afghanistan from Tajikistan and Kyrgyzstan.
Afghan Minister for Economy, Energy and Water Dr Jalil Shams, Kyrgyz Minister for Industry, Energy and Fuel Resources Saparbek Balkibehiv and Tajik First Deputy Prime Minister Asadullo Ghulamov will sign the regional electricity trade agreement. The Inter-Governmental Council (IGC) for Central Asia-South Asia Regional Electricity Market is the first proposed cross-border electricity trade project among Central and South Asian states and is known as CASA-1000 that envisages 1000MW power import by Pakistan.
The minister said the IGC forum would provide an opportunity to the regional countries to meet regularly and coordinate their technical and institutional modalities with the assistance of lenders and other stakeholders.
He said the power supplies had not been able to keep pace with rising demand, causing the massive problem of loadshedding that was hampering industrial, agricultural and commercial activities and badly affecting the national economy.
He said the government was working to commission new projects on a fast track basis as well as taking in hand long-term projects based on indigenous resources, besides initiating electricity import projects.
He said that international institutions like Asian Development Bank, Islamic Development Bank and World Bank were actively supporting the electricity import projects and hoped their support and cooperation would help overcome challenges associated with CASA-1000 project that should lead to development of regional electricity market.
