I agree with Umar, every country has its own benchmark when it comes to allowing person to work in the medical sector. Apart from some exceptions, usually they require you to take a test which will grant you a work permit. But when it comes to Pakistani degrees (and other degrees from third world countries) I know that in Holland they not only want you to pass a test, they actually require you to take a few courses and re-do your housejobs (total of 3 yrs) before you can start working.
