Official: Bombing Was Failure of Pakistan Security - ABC News

The governor of a province in southwestern Pakistan where 81 people died in a massive bombing says security officials are too scared of retribution from terrorists to do their jobs.

Governor Zulfiqar Magsi said Sunday that Saturday’s bombing in the city of Quetta was the result of a failure of the security and intelligence agencies in the province.

More than 160 other people were wounded when the blast ripped through a vegetable market where people were buying produce.

Most of the dead and wounded were Shiite Muslims.

The minority sect has often been targeted by Sunni extremists who view them as heretics and not real Muslims.

Human rights groups have accused the government of not doing enough to protect them.

The devastation shows that it was a powerful blast but never thought it would be 800 kgs.

There was a letter written to Hazaras/Shias a few months ago to leave Quetta if they wanted to save themselves. No importance was given to it then, but seeing the current situation it all makes sense.

**QUETTA: The banned Lashkar-e-Jhangvi, an underground Sunni militant group that accepted responsibility for Saturyday’s deadly bomb blast in Quetta which killed around 80 people, has said it would continue its anti-Shia operations despite the governor’s rule or even if the military takes control of Balochistan.

Abu Bakar Siddiq, a spokesman for the underground organization, told the local media on the telephone that government should not live under any illusions that his organization would stop its activities after the imposition of the governor’s rule. According to him, Saturday’s was a suicide blast carried out by “our friend Omar Farooq”.

**“We wish to warn the government that the governor’s rule cannot deter us from our obligation [to kill the Shias] and we want to tell the Shias that they should not consider themselves safe under the governor’s rule. Until Islamic rule, as guided by the companions of Prophet Mohammad, is enforced, Shias should not feel safe. We will attack them even if the army is called in Balochistan”

**The spokesman said it was the second attack his organization had carried out against the Shias this year (2013) but they possessed at least twenty more similar “ready trucks” such as the one used in Saturday’s attack on the Shias. All twenty of its “prepared suicide bombers” only await instructions from the top leadership of the organization.

**“We do not fear the governor rule or the military regime. We love to embrace martyrdom. Inshallah [god willing] we will attack the Shias inside their homes on Alamdar Road, Marri Abad Road and Hazara Town. We urge all the Sunnis to support us. They should attach bombs to their bodies against the Shias and ‘support’ the LeJ.

**The spokesman said, “either we or the Shias will live in Quetta.”

He dispelled the impression that some elements in the government were supporting his organization.

**“We have never needed anyone’s help nor will we require that. We are solely fighting this war in Allah’s name which will end in making Balochistan a graveyard for the Shias.”

^They just want to stir trouble and the main goal seems to cause widespread chaos and war within the society. These macho-man received mighty hiding from the Shias of Parachinar who took on these terrorists in a face-to-face battle.

^ Punjab government is playing a dangerous game for the sake of a few seats. Most of the activities of LEJ are in Balochistan and Karachi which the affected people can equate with anything.

It is a massacre alright. Sunni extremists, aligned with Al-Qaeda and the Taliban, are killing Shias by the dozens in Pakistan.

I was yet to compile the **list of the 106 (mostly Shias) killed in the twin bomb blasts in Quetta **last month, that the news of another bomb blast killing yet another 84 (mostly Shias) in Quetta came over the wire. As the Shia massacres in Pakistan gain momentum, the State, including the Superior Courts, appear completely impotent.

**In such troubling times some Shias may have a choice. They may sit and wait for a messiah or relocate to a Shia-exclusive enclave elsewhere, or to escape from Pakistan altogether. It may sound harsh, but it is an inescapable truth that Pakistan has been run over by the extremists and life is going to be even tougher for the minorities and moderate Sunnis in the near future.

**In the two consecutive months this year, bomb blasts have killed hundreds of Shia Hazaras in Quetta, a Garrison town where each and every street is manned by intelligence operatives. Still, the militants operate with impunity. Saturday’s bomb blast, which has killed over 80 and injured hundreds, occurred almost within a month of the last bomb blast that delivered even a higher death toll.

**Space is fast running out in Shia graveyards in Quetta. It may be the time for Shias to relocate to protect their next generation.
**
Many naively believe that peace will prevail in Pakistan and Afghanistan after the scheduled withdrawal of Nato troops from Afghanistan in 2014. While I vehemently oppose prolonging the stay of the Nato forces in the region, still I believe this would spell even a bigger disaster for the minorities in Pakistan. The battle-hardened veterans of the Afghan war will return to Pakistan to target Shias, Ahmadis, and other religious minorities. Even Barelvis may not escape the wrath of the mostly Deobandi-led militancy.

**There are reasons for my pessimism. I saw the same happen in the late nineties when the Afghan war veterans were pushed into Indian-administered Kashmir. The resulting militancy left over 70,000 dead in Kashmir but failed to make any tangible progress towards the resolution of the dispute that has pitched India, Pakistan, and Kashmiris in a deadly decades old conflict.

What looked like a gory beginning of a new millennium in Indian-administered Kashmir, the security landscape however suddenly transformed in 2002 when the militants started to relocate to Pakistan and Afghanistan to join the Pashtun Taliban. The result was a decline in militancy which is evident from the graph below that shows the drop in the number of news reports about militancy in Srinagar starting after 2002.

A spike in militancy in Pakistan however is observed at the same time when militancy subsided in Indian-administered Kashmir. See the graph below that documents the number of civilians and security force personnel who became victims of terrorist violence in Pakistan. Since 2003, Pakistan has been the target of terrorism orchestrated by the very agents who once afforded the state its strategic depth.

Shias and other religious minorities are the most targeted in Pakistan. No city is safe anymore. The past few weeks saw the targeted killing of Shia lawyers, doctors, and other professionals in Peshawar. Shia legislators were shot dead in Pakistan’s largest city, Karachi. While the State is struggling to suppress violence against Shias, the deep-rooted support for militants in society and the inadequate judicial system in Pakistan has created the situation where hardly any terrorist has been convicted of sectarian or other terrorism in Pakistan. In the past few years, several known militants have been set free by the courts because of the archaic judicial system that is incapable of convicting those involved in the modern-day guerilla warfare.

**Some, not all, Shias have a choice. They can abandon the death traps in Quetta and Peshawar by relocating to the Shia majority areas in Karachi, Lahore, and other cities. A better option is to plead with the embassies in Islamabad for asylum for the Shia, especially the Hazara, youth.

Seeking asylum abroad may not win the approval of Pakistan’s superior courts, who have recently mocked those who held dual citizenship. However, it is better to be alive in exile than to be splattered on a wall in Pakistan.

just to make a point that i was not being emotional or anything … shias shd migrate from pak as their lives, religion, aqeeda, din nothing is safe in pak and the state cannot protect them…DAWN saying the same thing

and yes Pak has lost its legitimacy to exist as a separate country … Our amry and intelligence institutions are just pathetic and not up to mark and cannot protect us anymore…I dont mind an intentional intervention if it somehow will protect citizens especially minorities…

not just shias. Hindus Christians Sikh also should get out asap. The way things are going I think the time has come to say Pakistan is beyond redemption. Self-created religious hatred and sins of terrorist agenda are now turning around and engulfing Pakistan. I will go as far as predicting the next coup within 6 months

I beg to disagree with the author in Dawn and others propagating the same thing here. It is the minority of terrorists (at all levels within our society) that are trying to destroy the country from within. Pakistan itself was made on the notion of protection of rights of people in general and Muslims in particular so what is being suggested means in principle an end of Pakistan as a state. Pakistanis by nature are peaceful, hardworking, and incredibly skilled people. Time to call spade a spade and a killer a killer regardless of the length of beards. If our leaders can not show us the direction then it is time for another movement of freedom by us Pakistanis.

to be honest....people will appreciate your spirit and will denounce me....and I wont disagree with that but things have gone way beyond civilians' efforts... my stand is that our army, establishment and govt (at least certain sections) are directly responsible for all of this massacare.....they let this happen on purpose and turn a blind eye .... and u r telling me that you poor civilian will fight against govt and army ..well good luck..but till then, shias and other minorities shd do whatever they can do to protect themselves..

yes all these emotional statements look great but let us look at things objectively as well

our army, establishment and govt (at least certain sections) are directly responsible for all of this massacre.....they let this happen on purpose and turn a blind eye .... they created this monster and they still want to protect them for petty so-called strategic objectives..political parties want some seats in jhang and siraiki belt, so they are quiet..army wants them to use against india in kashmir or in afghanistan...

and excuse me? majority of masses in pakistan are not exactly peace loving so to speak ... keep lying to yourself....it is a generation raised on hatred , reading syllabus in high schools developed under zia regime...hate against west, hate against india, hate against minorities, hate against qadyanis, hate against shias, hate against everyone with a self-righteous sectarian mindset....

if this generation is so peace loving, where were all these people:

when qadyani graves were damaged few months ago?....
when qadyani mosque was bombed in lahore and hundreds died?

didn't hear a single voice.... common people hate qadyanis and want to kill them ......

when salman tasir was shot, majority of our nation including educated lawyers supported his murderer...

^ I agree that there is not much hope left that army/govt/judiciary will actually go after these killers, as they are in sympathy with these monsters, but leaving the country is not the solution either? this is exactly what the enemy wants to see, they are provoking minorities so either they leave the country and give this country on a silver platter to them to carry on with their atrocities and start killing other minorities, or they want to desperately make it look like sectarian issue, push them against the wall and compel shias to take arms in their hands. I honestly salute the resistance and courage shias have shown after seeing their loved ones being killed left/right and center...

I wish we Pakistanis had some unity that we could stand against these enemies of Pakistan, but unfortunetly, we are all so divided on religious/ethinic/sectarian lines that it has just almost become impossible to bring people together on one platform.
