Right…My point was, that the FC has been unable/unwilling to stop these terrorists…the army doesnt fit in. The FC gets its orders from the interior ministry. The orders they get are for limited fightback, which is what has happened in FATA as well. You can post as many soldiers at any place, but those soldiers are never given a free hand. Their presence always comes with caveats. So in essence, these exercises are designed to fail.
