I know the authorities are also just another Zaalim (opressor) but we have to do our duty for our own sake and our community's sake.
Unless your husband didn't get the full context, maybe the Chaplain said don't condemn suicide bombers if you're not willing to condemn their root cause (USA's actions/policies against Islamic lands) i.e. don't be two-faced hypocrites.. Also some scholars allow kamikaze style attacks on agressing-combatant armies (not civillians), I can't agree with it purely because I disagree with suicide but it's not terrorism the way targetting civllians is.
