Because that will be wrong grammar in your case. It should be “mein aap kee ..” 
The explanation of the spelling of Totaa was not mine, it was from Ashfaq Hussain. I read it or heard it somewhere from him to explain the title of his book

Another example is how we change Proper Nouns ending with Alif or choti Hay, into plural for no reason.
Example. Larka is singular, Larkay is plural
Quetaa/Thatta is proper noun so always singular .. but we say ..
Quettay main sari bohut partee hai
OR
Main Thattay se hotay hua'i Nawabshah jaa'oon gaa.

Good point.. and superb geography info for Thatta via Nawabshah... I don't know about Quetta, but Thattay seems to have influence of Sindhi grammar.

Thattay and Quettay are not proper Urdu words, they are used as slang as lot of people in English do that.

this sindhi influence on urdu must be common for all of sub continent then....
because even agra se aya is said as agre se aya....
famous sweet of agra is called agre ka petha..............

In english, they call it Quettay?
I have heard newscasters saying ‘aaj quettay ka mausam abar aalood thaa’. Its more common than just a slang.
I dont think that its Sindhi Grammar (as you have given Agra’s example). Even in Urdu language, to point out someone’s spelling mistake, people often say ‘imlay kee ghalti’ instead of ‘Imlaa kee ghaltee’

TLK bhai English mein Quettay nahi kehtay but now we have to find whats the origin of Quettay and Thattay because they don’t seem right

We also say Dhanyay ka powder, instead of Dhnyaa ka Powder.

Makes sense to me as one who does jabar is Jaabir and majboor is the one upon which the jabar is done. Similarly one who does shukr will be shakir and the recipient of that will be mashkoor.

This method of expression is incorrectly derived from Arabic, without taking into context the meaning behind it.
In arabic, arabs routinely say 'mashkoor' to thank someone. What it means is, that YOU are to be thanked. Similary, they say 'mabrook' to congratulate someone, which means, YOU are to be congratulated.
In Pakistan, this term 'mashkoor' has been incorrectly adopted, and the scholar you quoted is correct in saying that the term, 'mein aap ka mashkoor hoon' is fundamentally incorrect. There are plenty of similary incorrect terms in use in Pakistani urdu.
