shaa-a = wishes

its supposed to ward off evil because if u see something good u praise the Creator for it and He protects it and also its a declaration that the goodness is from Allah (according to His Wish) and hence clear ur heart from the effects of hasad (jealousy), which is the root cause for an evil eye....
