^Do you mean so can smudge it out when doing a smokey eye or to use as a base? For a base, I like using NYX Jumbo Eye pencil in Black Bean or even using MAC's Fluidline in Blacktrack. To smudge out, I like Milani's Liquif'eye Pencil in Black or Stila's retractable pencil in Lionfish (for when I want to do a brown look).
All these products I mentioned (except the NYX pencils) are smudgeable but will "set" and don't move.
