Two childern who grew up as brother and sister in normal circumstances will consider the above incest and akh! to the idea of marriage. Unless they are extremely unstable people.

There is something weird about it. It certainly isn't actual incest since the two wouldn't be blood-related, but is is very odd for someone who grows up with you as a sibling to then be your spouse.
I thought incest was only if you do the deed a close enough relation like with your bro/sis

Whether the mother breastfed her as a baby or not would be a significant part of this equation in terms of the permissibility from an Islamic perspective.
