I heard about jahil ppl but some of the guppies in this thread proved it to me that they do exist.. But anyways.. To answer ur question, yes it is encouraged in islam to marry someone out of ur tribe because of health reason.... I don't have the reference for it but i have heard it from many good muslim ppls... If i could i will inshallah find a proper reference for u..
