I think what it means is that God knows who we will marry, since He is All-Knowing.
Which goes back to the argument, that if God knows everything, then everything is also predetermined, and then really, we think we have a choice to make, but we really don't. I never unraveled this puzzle myself. So maybe marriages are made in heaven, like the rest of our lives.

God obviously knows everything. However, he has given us the power to make certain choices in this world ourselves. An example of that is marriage, where he clearly states in the Quran that we are to search for our spouse, and provides the criteria we should use in searching for one.

We are making a choice. That’s why some choices are good, and some choices are bad, and lead to divorce. Can you explain why God would want a Muslim to marry a non-Muslim? That’s simply the result of bad human choices.
God doesn’t have everything written for us. He has written birth and death, but certain things he has allowed us to make choices on, for example, the choice to believe, or not believe, the choice to eat or starve yourself, and the choice to live where you want. If everything was predetermined, then why would one be punished for their sins?

Of course everything is written for us. Written in God's knowledge. If God knows everything, then He must know the future. Therefore, He must Know what choices we'll make before we make them. No, He would not want us to do something to displease Him, but He still knows what we'll do even if He doesn't like it.

Allah (SWT) is well aware of everything. He (SWT) knows our past, present, and future. I believe the book that it's all been written in is Lauh al-Mahfuz.

Marriage being made in heaven is purely a Hindu philosophy that has no place in Islam.
