depends on multiple factors, the type of food, your location, and the profile of your potential clientele.
Leaflets distribution works best for apartment buildings ; for ethnic food, advertising in specific newspapers might work too ; if you're targetting business customers, then you need to invest through word of mouth and organize free tasting sessions. I know this Pakistani auntie who is now catering to large scale businesses for their business lunches and functions... and she's been very successful because she got some of her existing clients to recommend her to their companies for future catering orders and prepared some free meals and organized a couple of tasting sessions. You can also invite food critics to these tasting sessions and hopefully get some positive coverage in their media. Also, make sure you're involved with the local trade shows and other events organized by your local chamber of commerce.

Try and build up a database of your customers details, mobile, email address, birthdates. Use comment cards, do a newsletter using email lists and put a susbcribe option on your website. Try using direct mail rather than leaflet drop as the response from these is much higher (although more expensive)!
