Saving a human life is obligatory (Farz) and to save a life, most of the haram becomes halal. If a poor fa,ily is dying of hunger, they are allowed to eat anything to save themselves, including pork.
Improving the quality of life by getting rid of any disease/infection/beemari is also obligatory and if marijuana is the only affordable cure then its allowed.

when you cure any disorder, you are saving a life. A disease or disorder may not be an immediate threat but in the long run, its going to affect the quality and even quantity of your life.
In fact, according to some scholars, refusing a medicine that could cure you is haram just like suicide is haram.

Based on its effects, I don't believe you can construe it as haram. If marijuana is haram, then so is caffeine.

anything that takes away your abilities to think straight is haraam. If coffee does it to someone then coffee would be haram for that person.

it might have, but its like saying that gravity may have different effect on different people so it might be ok for someone to jump from 10 story building.
There are few things whose effects are certain with large degree of confidence. Poison, bullet, drugs and all. There are things that are ok but for some people, they might be a killer. like fat, sodium, sugar ..
what is certain is haraam for all, what is specific to certain people is haraam for them only.
