It means, to beat a dead horse. Shah Madaar is a sufi from yesteryears, buried in India...and his nickname was Zinda Shah. The use of his name in the phrase seems to imply two extreme situations.

Sorry I forgot about this thread. According to google, Shah Madaar is buried in Makanpur, UP.
I dont think that the phrase has anything to do with any actual practice of Shah Madaar...rather, its just a play on his name, Zinda Shah. i-e, Marey ko maaray zinda.
