Captain, someone made a good point in another thread. Truthfully, it does seem superficially confusing.
But we don't know who these "terrorists" were. Were they 25 commoners who maybe had some more information into the workings of the network, while not being high profile terrorists themselves? In that case, letting them go and getting some of your soldiers back who might have more valuable information, and whose lives are more valuable, isn't a bad trade off.
Its tactics.
oh yeah, the tactics, Benazir, NRO, deal with Taliban, release terrorists... its all tactics.... oh wait, I forgot... arrest judiciary.... also tactics... getting the drift?
