^ I think governement should definetly not be controlling the board, but should be appointing approriate people to mange the cricket board. Unfortunetly, people like Ijaz Butt get to be the head of PCB just because he is friends with Zardari and enjoys good relations with PPP.
There is nothing wrong with appointing someone you know or enjoy good relations with but at least that person should be able to do the job properly. Musharraf appointed Shehryar Khan and he did a decent job and then Musharraf appointed Nasim Ashraf once Shehrayar Khan quit. Nasim Ashraf was a million times better than Butt, but his ideas seemed way to radical for Pakistan and his time as head we always had one controversy or another. The doping scandal, the shoaib akhtar saga, asif getting caught with opium, Pakistan losing to Ireland, Woolmer's death and etc. Unfortunetly his tenure will always be remembered as an unsuccessfull one primarily due to the loss against Ireland and first round exit in the WC and right after that, Younus Khan, who was VC for 2 years refused to captain the side and Nasim Ashraf pretty much had no choice but to appoint Malik as captain.
Best thing would be for Imran Khan to run the board, which Musharraf did offer to him many years back and Imran replied to him, 'Mujhe Mulk Chalana Hai, Cricket Board Nahi' I guess that will only remain a dream for Imran as he is definetly not made for politics.
I dont see anything bright or major changes happening in the PCB untill or unless this PPP government is gone.

1) it definitely shouldn't be a political appointment by the zill-e-elahi of the time.
2) I don't agree with elections for this post - you need someone who will manage it without political shenanigans.
3) doesn't matter whether it stays under the umbrella of the sports ministry or not - as long as there is no interference from the ministry.
4) most importantly, advertise the job and seek people with management experience. have interviews, etc like a proper job and pick the best candidate.
but for God's sake don't make Miandad the DG of cricket operations or whatever he is. he can be in the running for coach/selector, etc. but no management positions.
and don't wait for Imran Khan or Nur Khan etc to come and fix everything like a prophet. I don't get this fascination with Imran Khan. he was a legend on the field and captained the side very well. but what management experience does he have? his organizational abilities are pretty poor if you go by his political party. how's he going to magically fix everything?

the system has always been in shambles. what we need is a real system that is not so dependent on individuals.
ppl always talk about the golden days of Air Marshal Nur Khan, etc. I'm personally a big fan of Shehryar Khan. but the eras of these two epitomize the problem more than anything else. these board chairmen are way too hands on. they should manage the board - not micromanage the team - doesn't matter how good they are. if they're good, we see a couple of good years like we did under Shehryar Khan. but what happened after he left? when good chairmen leave and the likes of Tauqeer Zia, etc come in, then things go to hell. you need systems - not good individuals.
I don't know who the head of the ACB, ECB, NZC, etc, is. and that's way it should be. our board is too dependent on individuals and their likes and dislikes. there're no magic bullets and there are no saviors - and we need to stop waiting for one. Imran isn't going to come in (as is the popular demand), wave a magic wand and make all the bad stuff go away.
instead what you need is someone who has experience in managing large organizations with discipline - doesn't even matter if he has cricket experience or not. the cricket experience and knowledge can come from ex-cricketers that fill the ranks of coaches, selectors, etc. the organization and management aspect of the board should be staffed by educated people with management experience - not the likes of Miandad, Qadir, etc, who can't even manage their own mouths.
The last point only holds true for countries like England. The ECB Chairman for instance does not interfere in team selection matters or even have a major say in who should be the captain. The chief selector primarily does that job. But in Pakistan because of our great love for VVIP culture in almost every sphere of public life, PCB heads see fit to meddle in every petty matter from selecting teams for various tours to appointing captains. If you watched 'cricket ka muqadma' clips, some of ex-board officials were clearly saying that the chairman almost picks the national skipper himself i.e. his personal likes and dislikes mainly decide who will be the national captain. Hence in addition to management skills some basic knowledge of cricket is also desirable.
I'm arguing the exact opposite. just because the chairman picks the captain personally doesn't mean it should be so. the captain should be picked by the selection committee. the chairman should have nothing to do with it. he should just manage the board and leave the cricket to selectors and coaches. and with this model you don't need someone with cricket knowledge.
besides what kind of cricket knowledge did that idiot Tauqeer Zia have anyway? or Naseem Ashraf for that matter.
anyway, like I said leave the cricket to cricketers and run the board separately from that. the board chairman leaving shouldn't mean the coach and captain get fired and the whole team gets turned upside down.

I'd say that PCB should be privatised asap! That will raise the stakes and improve accountability at every level of heirarchy. This idea has been floated around recently and some serious buyers did hold press conferences and expressed interest. More serious buyers will come along once the decision is made and announced.

Strictly speaking not true
While I agree that Imran Khan's political career has been a disappointment so far, taking on mega projects like Shaukat Khanum (when no one incl. many top doctors of Pakistan gave him any hope esp. as the costs involved were too high) and Namal College and turning them into reality does show organisational and leadership skills.
Imran is just not cut out to be a politician. For starters he is not a crook. I was also expecting great things from him in politics but among other factors - incl. his naivety, his alliance with JI, MMA etc., his over the top bashing of Musharraf, MQM & Zardari (granted that they are no saints) and confused stance on Taliban, Nawaz Sharif's corruption etc. - Imran's main problem is the two party system in Pakistan. The PPP and PML-N have a mafia-like grip on the psyche of the Pakistani masses, most of whom can't see beyond their noses or think independently of their respective parties! Don't forget it is the 80% illiterate masses not the educated people who effectively decide who is going to rule us after an election and that is not going to change in the foreseeable future.
In Britain for instance there is no way that the vast majority of people (however dissatisfied or disgruntled they might be with the present politicians) will ever vote for a third party or person (no matter how good, capable, sincere or honest he or she might be) It is always going to be either Labour or Conservative Party.
And it is the same in most other places. In the US it is Republicans v Democrats, in India Congress v BJP and so on. Seriously would Obama have won the US election if he had stood as an independent candidate or candidate of a party other than democrats or republicans. The answer is a big NO and here we are talking about the same individual with same skills!
Anyways Imran is never going to accept chairmanship of PCB. He has moved on from cricket, cricket is no longer his passion. Most likely he no longer follows or watches Pak games like he used to in the mid-late 90s (when he used to pen his views quite regularly in 'The Daily Telegraph') and not least because we suck in cricket right now. We need to move on too and look at other suitable candidates for this post
