i slightly disagree, the higher ups in the govt were convinced that the operation is only way out… but due to whatever reason, this agreement came by end of October/beginning of November… the weather condition didn’t permit any operation in that region hence govt played negotiation-negotiation and army made their plans.. which is why everything went well..
