First thing first, you will have to ready a political/civil government backup plan ready to put in place as soon as any military action is over. The afghan borders must be sealed to stop cross-border movements. A foolproof rehabilitation and empower plan for the tribals should unfold concurrently with military action. The key here to understand is that the leadership of the TTP must be eliminated, it must not be allowed to flee from one area to settle in another.
