The Quran is message from God telling mankind his plan and purpose. This is why it is a program with goals and guidelines for them to form a constitution and legislate laws based upon it in order to orgnaise and regulate themselves in to a proper human community. It is in original human language to help all people understand it. All is being explained in detail in the other thread for those who are interested to know about it.
People as individuals are first to receive the message from each other that has been delivered to mankind by the final messenger of God and then try and understand it with help of each other. Once they have understood it properly they must follow it faithfully in order to have united, peaceful, progressive and prosperous life in this world as a proper human community in order to have a blissful, dignified and secure life in hereafter as well.

It is important to know there is no invalid text in the quran at all. However it is also important for people to know that all laws only apply to the situations and circumstances they are given for eg driving laws only apply to matters related to driving not to anything else. So whenever any matter will arise about driving those laws that are related to driving will become applicable and when there is nothing that rleates to drivinmg these laws will not apply but they are still valid as ever waiting for situations and circumstances to arise to become appicable. People are never in the same state or situation or circumstances always so different laws apply to them according to their individual situations and circumstances.
