Any tips on how to learn fashion designing formally while living abroad? Are there videos/tutorials/instruction sheets? I’m looking to learn some basic stitching, and go from there.

I haven't checked if there are video tutorials posted....perhaps there are.
One of the best ways to learn how to cut and sew is to take a simple item and un-stitch it. Then use the pieces that come apart as a stencil/pattern for cutting and assembling.
Try with a kid's outfit.....or a sari blouse....something easy/small.

Go to your local fabric store and see if they offer any classes. Mine does.

so I was looking for something else and found numerous videos on YT that show how to measure, cut and sew a shalwar kameez outfit.....
