A language does not have have strict rules. The differences are called various dilects and they are perhaps area specific.

Some words or items are universally muzakkar in Urdu and some univerally moannus. Such as Jahaaz, glass, will always be muzakkar.

Some words when end in Choti Ye are commonly moannus and when end in Alif, they are Muzakkar. Like Piyaali and Piyaala; Aari, Aara etc.

Even in written language universal rules may not apply. We write Balkul but read Bilkul.
