This is how well off people are referred in Sindh (affordability of fish and bread is synonym to be well off).
I don’t know why this term got this meaning. Probably, fish remained one of the expensive food item in the region, though in presence of river Indus and so many lakes it was never a rare commodity.
Do you know any such terms being used in other cultures to denote affordability and state of being rich?

it's like a hot paste. they used to put it on peepal leaves [huge leaves] and we used to cool it a bit and then lick it or use our index finger to lick it...it was indeed 'finger licking' good! :)
'khaatay peetay log' is a common phrase used to refer to affluent folks in Pakistan. "achay khatay peetay log hain".or "khatay peetay gharanay sey taaluq hai".
