I have been using Sony VAIO in the past, time to upgrade but I am confused what to get a Mac or windows laptop again? Also any good reviews for Windows 8?
What does your employer/clients have to say about it? If you are a hobby programmer, chances are you'd be doing web development mostly either mac/win will do for that. If, however, you'd like to program, e.g. a raspberry, a PC will suit you better (although mac should work just fine).
If you want to do iPhone app development, then your only option is mac otherwise you could go either way.

Programming is not my hobby, it is my field and I do not do web development.
Not familliar with that brand but shouldn’t you be able to get a dell in that much money? Have a look at dell’s factory outlet. They usually have some canceled order/client returns there. Look for the ones marked “as new”. They are the ones whose orders got cancelled before they were shipped to the client.
You should be able to get a better deal there.
