i've always heard "lucha" with "lafanga" so apparently they mean same.

ucha is ooncha.. I think this means 'might is right'.
BTW, Lucha is actually Gujrati word.

I've mostly heard it being used by women when a guy shamelessly hits on them in a public place. So I associate it with offensive sexual innuendos.

Its same like awaara. both awara and lucha refers to derivative.

In Spanish , Lucha means , dispute, fight , struggle. But in Punjabi , People who Poke nose into someone else's business , without any reason , are called Luchay.. On ARY , mubashar luqman often uses this word like "Luch tul diya" means without any reason, "Tang ura di, dosro k kam ma ." @mahool

But now a days people call some one who is very rich and most influenced person in society, in simple words a person who has relation in Police dpett and court. So that’s why they say “lucha Hamaish Ucha”
