Hate it to break it to you but obviously Karachi will be lowest in cost since there is no electricity for days, and no water. So if there is no electricity and water, there won't be any bills and automatically cost of living will be low. Jeez.

Then why is Islamabad ranked #3? IMO Islamabad should be one of the most expensive places to live. People cant afford property there anymore (those new sectors 20-40KM away, I dont really consider them Islamabad, heck Pindi’s closer)… Rents are astronomical… The local markets are expensive as hell. Even in the 80s this city was famous for just ‘window shopping’. I remember how you could goto pindi’s baraa market to get the same electronics for half the price that they were selling in blue area. What’s funny is that the people in blue area were also purchasing them from Baraa Market themselves
Islamabad is expensive because of elite class living in that city. Last year I was in Islamabad and saw some of the most expensive vehicles there which you dont see too often even in US. Life is good for those people and rest of them are born to be just watch and wish.
Basically, anyone whose had any luck grabbing sarkar's wealth and became filthy rich moved to Islamabad, not withstanding the few genuine guys. Apart from that, I have been observing lots of people from pinds around the country who moved to islamabad and worked in the govt offices. Today, they are owners of 4-5 plots in expensive sectors thanks to the immense opportunities of corruption in govt departments like CDA. I mean, basically they do the allottment of plots to each other year after year.
It is hard to find any skilled labour in islamabad, be it tailors, electricians etc and the few amateur ones you do find have become so rich doing almost nothing that they think of themselves as kings. These guys won't survive lahore where you can get cheap and efficient services. Take the example of taxis....... they overcharge you like hell.... the other day, the taxi man wanted 80 rupees for a ride of 1 km. I think the basic problem is that these people have full stomachs and filled pockets and hence the arrogance. The real estate agents and property owners are the worst.
