If pmln is able to complete this tunnel before 2018, they’ll surely win the support of the locals of Dir/Chitral. This is a matter of life and death for them.

We saw its one entrance that was started and stopped, we passed by the entrance in 1992 while hiking. Its really pathetic and sad at same time that a tunnel project gets shelved for decades while wider roads get constructed to connect some minister/well-connected person.

Pti also does not get it, it's local topics like these which connect parties to the locals. This would have double whammy effect, firstly keep the government on track and would help the locals as a result, and on the other hand if the government backtracks or shows a slack behaviour the opposition can sieze advantage.

PPP is in worse condition...but that's by the by.
on topic, PPP has been power for around 17 years from 71 and they couldn't complete this tunnel...shows their priorities. PPP is good in talking as compared to delivering on ground.

I think that infrastructure projects can be done by provinces, so it is a bad move by PTI.
Chitralis are Pakistanis and we surely shouldn't be depending upon afghanistan in winter. Can't FWO do this as a special project?
