Lottery money cannot be spent to gain "sawab" or "good deeds". It should be given to poor and needy without seeking any moral/economical/sawab benefits out of it.

Hmm...
Lets say I did play the lottery and the purchase I made for those numbers goes to a charitable foundation. The money I win will be spent on my finances and part of it given to other charitable foundations.
Where is the haraam in that?
I don't play it but I ask since its very unclear why lottery is haraam.

the whole idea of lottery is based on gambling.. pay little money and then you "will have a chance" to win more out of it... Playing it is haram to begin with regardless of what is the purpose behind it...
You can not build a mosque after robing a bank.. same difference.
I'll be first to admit it is very tempting to buy a ticket and have a chance to win. Oh well, maybe in the next life after it will be legalized :p
Maybe I'll use the Robinhood philosophy, take from the crooked rich and give to the poor and build an empire out of it.
