If such is the case who is responsible for lack fo belief the one who sealed heart and mind or those who are victim of this sealing by GOD..

Allah SWT has clearly stated to us there are two paths in life, one which leads to paradise and one that leads to hellfire. Everything in this unverse contributes to pre-destined fate which either leads to paradise or hellfire and/or struggle/misery or comfort/luxury/peace in this world. Allah SWT has created the paths to hellfire easy and tempting whereas those to the paradise are full of struggle and sacrifice. When you indulge in the paths which lead to hellfire, the easy luxury and merits that come with it blind you and seal your heart/mind to the goodness of those paths which lead to paradise. Allah SWT intentionally created those paths as such however gave us the freedom of will and choice to tread on whichever path we may knowing full well the consequences of doing so.
This is no different that what we witness in the world we live every now and then. Most people who bcome rich often loose connection to the plight of the poor and develop arrogance and pride. They get into it deeper and deeper since it is so satisfying until they loose all semblance of goodness in it.
k, this is the first ramadan, that i dnt fee even remotely bothered. about fasting, reading, praying or anything. im worried im losing it...whats wrong with me...i want to cry because i dont feel that fear or relgiousness in my heart...im worried....

and its nothing special bc nowerdays there are millions of Muslims who are doubting because of anti muslim propaganda and stupidity of some muslims how they are misbehaving and promoting THEIR brand of Islam.
What you need to do is feel / have islam in your HEART
from your heart you should cultivate your mind and soul with Islam and love for God.
I know so many Muslims who do not practice islam (not that its good) but they have islam in their heart and they are good Muslims.
So you are a Muslim and even better Muslim then Muslims who are doing Ramadan or even praying 5 times a day.
