CIA and its sister organizations are considered to be these cruel behemoth entities who often go on about doing what they wish. They are often blamed for things that happen in countries far and away and most interestingly enough for things at home. From framing people to acting as murderous hit men.
One theory goes that CIA orchestrated all the 9/11 in order to get US into war, other blame the Israelis. But one that I have yet to see is a theory about WMD? What exactly happened? If the CIA or others were clever enough to convince the ever so eager people in power about WMDs, why can’t it just plant some in Iraq to prove they were right? If they can do a million other cheesy 007 things, why not just drop a bunch of WMD materials in some remote village in Iraq and get the GIs to recover it?
The idea of planting WMD's in Iraq was presented to Bush but he refused to go with it. Bush argued that eventually the WMD's would have to be brought back to the U.S once they were 'discovered' in Iraq. He said "If an object be carried from point A to point B only to be brought back to point B, huwaan (why) move the object in the first place?". The CIA officials were stunned and speechless at Bush's logic and eventually had to given in.
That's why they didn't plant the WMD's in Iraq. I hope that answers your question.

There were NO WMD's.. they knew it.. but they fed this bull to everyone till they were taken seriously. It wasn't entirely Dubya's fault.. he ain't the sharpest nail in the box.
Now as to why they weren't planted.. here's a juicier one.

Some claim it as the primary reason behind 'outing' her.. as a punishment for her teams work in foiling the WMD plant plans in Iraq.
Decocracy cannot be forced on anyone, it comes by the will of the people. Bush saying we are fighting in Iraq to bring democracy in the country does not make any sense. Maybe Bush really believes in this, but until people of Iraq want decocracy it will not come. They will have to fight for it and they will have to have some sort of revolution there.
Every country (it citizens) has to fight its own war to get democracy and freedom, like US got its by violence, India/Pak got theirs by non-violence, like france got its by the french revolution, but all fought for themselves. They might get help, but it should start with their own will. If another country gets it for you then that country will rule there in one or other.
As President Putin said, Only WMD found by UN inspectors will be considered.. What amreeka finds don't mean no jacksh!it.. Monkey is smart not to have made another blunder by implanting WMD only to make an even bigger a$$ of ITSELF.
OH, BTW if there ever were any WMD in Iraq there would be no invaders/terrorist and Bill Richardsons would be licking Saddys a$$ too and there would be 6 party table dance.

WMD making machineries require warehouses and factories…They can’t be made inside a house…If they can be made inside house, then they need ICBMs to deliver them to the US…To make ICBMs that deliver the deadly payload to the US would require another factory…
In other words, the pretext of attacking Iraq was to remove the threat to the US…The threat to the US would have required a few kilometers of land to substantiate which the US had already shown to the public in pictures prior to the war…
However, all they turned out to be were small factories…The ‘mobile biological lab’ turned out to be nothing more than milk trucks…
In other words, you can’t ‘plant’ entire working factories and industrial zones overnight and have the media and world scientists examine them to be in working order…
You can’t even feign having bombed them because weapons leave traces…
Even if suposedly Iraq had bought premade ICBMs (most probably from the US itself), they would require humungous bunkers most probably underground…
The only Nuclear power plant that Iraq was building was taken out by the Israelis with CIA information…An act of war against which Iraq took steps in the UN but which was shot down by the USA being in the security council…An attack against a soveriegn country (one of hundreds pepetrated by Israel against its neighbours) and not a single peep of indignation from any country…
I believe it is the right and a duty of every Muslim nation in the world to research, obtain and keep nuclear arsenal with global capabilities…In the past 100 years, no Muslim nation except Iraq (hardly qualified as a Muslim country) has indulged in attacking another nation…
However the US and Israel have constantly been attacking other nations on the pretext of nothing more than spreading their ideology, something which Hitler, Napolean and Stalin have done in the past…
