If you are in the US, craigslist will probably get you the best deal on used phones. Or you can check eBay etc. You can get good deals on new unlocked too. If you are looking for new and cheap, then in the US, check your cellphone carrier. Expect to be locked into a contract.

If you are outside US, then I don't know. eBay will still probably work, but you may not get the best deal.
