Tea whitener is sweetish.
besides, if you add powdered milk to your tea, it wont mix well. Tea whitener will. And I guess, it has other contents too, its a mixture of sookha doodh and sucrose, and contains a bit of moisture as well.

Here are what my gulab jamuns looked like ! 
Sadaf babe - thanks for the recipe ! I tried making them today…excellent, excellent. The only thing was I had to make more sugar syrup (about 2 cups). Otherwise, these were the best jamuns ever !
