Al-Qaida, as i see it, is a franchise, just like McDonalds. You may shut down one mac store in a city, but that wont effect the livelihood of the entire chain.
Also i hope the US & all its allies realize that there is no military solution to Al-Qaida, just as there was no military solution to Iraq. However, in Iraq, as we have seen, the US had to resort to some kind of a political solution, but in case of Al-Qaida, there is none left to negotiate with.
Hence it does not surprise me when Tony Blair, and his likes, say that our survival relies on the result of the war with Al-Qaida.
