Legislators are not supposed to be experts in all areas of society. One day (s)he might be voting on legality of a medical practice and tomorrow on a bill regarding construction projects.
Lobbying is supposed to simply involve informing legislators of potential hazards/benefits of a bill by groups who are effected/concerned with that area of life. If there are bribes/threats included in lobbying effort, then it becomes unethical.
