Definition of lobby : seek to influence (a legislator) on an issue.
What is the use of legislator if you are allowed to influence him by hooks or crooks?

Lobbying can be considered legal way of bribing.

Legislators are not supposed to be experts in all areas of society. One day (s)he might be voting on legality of a medical practice and tomorrow on a bill regarding construction projects.

Lobbying is supposed to simply involve informing legislators of potential hazards/benefits of a bill by groups who are effected/concerned with that area of life. If there are bribes/threats included in lobbying effort, then it becomes unethical.

you know they have technocrats and legislature is supposed to take technical guidance from them and decide inside the house, without taking influence from the outside.

Lobbyist make things likable.... It may be unethical in some cases.... well it is business...

Well, if we take examples from modern political systems, we cannot reach any conclusion because these systems are not supposed to persuade people to act morally. So the things that good number of people finds ok, are ok.
So look at the question with another perspective. Lets assume that in cricket, BCCI has a stronger lobby then PCB to influence ICC. Here, India does not influence with bribes or threats but could get away with punishment for its players just because of strong lobby. Is it still ethical in this case?

P.S. I am just asuming, not stating it as a fact that India has stronger lobby to influence ICC.
