They had musical chair for 2 years for a reason: They started pulling legs of opposition/persecution.
And what was Musharaf doing? He was busy pulling the legs of the media, civil society, politicians, judiciary, in short anyone who dared speak against him.

Power Generation, like many other things was another one of Musharraf's shortcomings. There was nothing added in the last 9 years especially when the country was posting a higher growth rate.
