Anwaar Bhai, the two individuals are not Muslims since they don’t believe in any religion. I don’t think it can be called Zina Bil Raza. They should simply fall under the category of Non-Muslims who have to pay a tax in return for the protection provided by the Muslim State - i.e. they are simply zimmies. If they are not taking their acts in the public, then the society shouldn’t care what they do in their personal and “private” lives. Do you think my understanding is correct?
