I do not think that Altaf Hussain statement is rightly understood or it is probably misquoted.
In Islam. There is precedent in history that muzakarat does not bring result all the time, especially when one is dealing with liars and thugs who are murderers too.
Let me give you religious perspective.
Read about negotiation during war (Siffin) between Hazrat ALi (RA) and Amir Muawiya … that though stopped the war temporary, but negotiation was just a ploy, and gave worse result … at least for Ali (RA).
Treaty of Hudaybia: It was no-war pack for 10 years. It also included action of allies. Allies of Quraish attacked Allies of Medina, and taking that as excuse, Prophet (SAW) ended the treaty agreement. Abu-Sufiyan (at the time head of Mecca) tried everything to negotiate, but Prophet (SAW) did not agreed on negotiation and attacked Mecca, resulting in Fateh-e-Mecca.
Another instance: In 1971 Pakistan was fighting a loosing battle. Poland proposed a resolution in UN that ceasefire happens followed by political settlement of the problem (where probably idea was that Mujeeb would become Prime Minister of Pakistan). Bhutto refused the negotiating resolution on ground that Pakistan would fight for 1000 years, and thus war continued … days later, Pakistan surrendered.
So … we can see that negotiating may or may not be right solution to problems, but in history it is not always the case that negotiation is used to solve problems.
Another event: Event of ‘Trojan horse’ is famous in history that happened during Trojan war. Greeks were trying to capture city of Troy and was finding it impossible to enter the city. So, they offered negotiation with friendship gesture by sending a huge wooden horse as present to city of Troy. But in the name of negotiation and gesture of friendship deceived Troy, as inside that wooden horse they had their men hiding, who once inside the city, opened the gate resulting in capture and destruction of Troy.
Chengaiz Khan (Spiritual brother of Gullu Shareef): Many small states foolishly relied on negotiation with Chengaiz Khan. These states tried to save themselves from onslaught of Chengaiz Khan, by negotiating their surrender, but after their surrender Changais Khan used to kill them all.
