No, that's when you get thrown out in the next elections. PPP was elected in 2008, thrown out in 2013. Civil wars start when you decide (as TUQ had, and sadly Imran joined), that they have a divine formula for fixing everything in one day, which is known ONLY to them and they'll express it to us AFTER they are made in charge, but not before.
The "before/after" you are talking about is the performance, not the process itself of the "start/voting" of the entity that arose from the lies, govt not addressing that for 14 months... they took to the streets, I disagree with what they did, but that is the fact.
Then we cry, for 60 years we fallen short here, and there and there. Imran and TUQ are not special, we have been in the hands of people with messianic complex for the past sixty years, and looks like it's going to continue. Method is as important as the goal. I am not concerned what you think my pretense is. I was neutral but I will not stand by idly and support people who fire on my countrymen. You want to protect these animals and buildings over people that is your choice. To me human life comes first.

As far as I know, the demand of FIR against 21 people for Model Town incident was agreed to, I dont understand then why not disperse and let people get on with their lives.
