Am sure it's a hoax, esp as it only seems to have been reported on blogs, if it was legit something like this would be all over the mainstream media as well.. a while ago a company was claiming to have developed eyedrops that could change a person's eye colour, of course nothing came of that either..
Apart from the fact it hasn't been widely reported I don't see how a spray on colour could convincingly make dark eyes look light and still make them look natural as in give them that natural depth that is shown in those pics (that the average coloured lens also can't create) Also, think how careful u'd have to be spraying it so u don't colour in a bit of the whites of your eyes lol
